White House Whipsaws Silicon Valley (and Itself) Over A.I. Rules

The White House has a big problem. It needs to make rules for computer brains, called Artificial Intelligence, or A.I. This is a new and important technology. But the government does not know how to make clear rules for it.

One special problem is with something called open source A.I. Open source means that the computer programs are free for everyone to use. You can download them easily. Many companies like to use them because they help make new things fast. But some people in the government worry. They think that other countries might use these free programs to do bad things.

Chinese companies use a lot of open source A.I. The White House worries that China can take this technology and use it for its own plans. So, the government wants to protect America, but it also wants new ideas to grow. Finding the right rules is very hard for them. This makes it difficult for tech companies in places like Silicon Valley to know what to do next. The government changes its mind often, causing confusion about A.I. rules.
